CREW RECRUITMENT AND MANAGEMENT

Knowing how important it is for you to recruit crew members who will enable you to run your yacht to the highest standards, we have an in-house department which takes care of crew placement across our entire fleet.

We work with all crew members throughout their career paths within our managed fleet, with feedback from annual appraisals. We also help to identify and organise training needs at leading colleges, thus saving money.

You want a position on a well-managed yacht.

At Hill Robinson we manage the yachts on which we place crew, so we know that the vessels are safe, correctly certified and insured, that employment contracts are properly handled and that crew are paid on time.

We help with offer letters, visas, medicals, endorsement, flights and all that’s needed to get crew members to their yachts.

TVA

FRENCH AND ITALIAN TVA ON CHARTER
Enjoy stress-free chartering in French and Italian waters this season.

Hill Robinson takes the load, by handling TVA registration and payment on charter fees, enabling you to concentrate on the charter guests.

As expected, France looks to be following Italy on the EU directive regarding the imposition of TVA on commercial yacht charter. Since there is no commonality between EU countries as to how these rules and regulations are imposed, it is also unclear at this stage how chartering/cruising regulations will differ when commencing a charter in either Italy or France.

What is clear is that charter accounting with proper record-keeping on board a charter yacht is likely to become significantly more complicated – and this is where Hill Robinson can relieve you of an administrative burden.

Take, for example, the rate of VAT. In 2012, Italy imposed a levy of 6.3% on the fee for yachts commencing a charter in its waters, on APA and delivery fees. The amount which France will charge is as yet unknown, although 9% is thought to be a possibility. There is also no guarantee of the length of time for which a level of VAT might be valid. For 2013, the Italian government has slightly modified its 2012 regulation, and the level of VAT has risen to 6.6%.

A higher level of activity from Port State Control can also be expected. Inspections are already becoming more frequent and widespread, and it would be worthwhile to ensure that your preparations are as thorough as possible. Hill Robinson will assist you to take whatever steps are necessary to minimise the risk of future deficiencies being raised, or even a possible detention.

MLC

THE MARITIME LABOUR CONVENTION
Protecting the rights and welfare of crew.

Hill Robinson will advise and organise your MLC certification ready for this summer.

Inspections are already underway in advance of the establishment of this protocol – which sets out comprehensive rights and protection for seafarers, and secures conditions of fair competition for ship owners.

As of 20th August 2013, all commercially registered yachts will be required to comply with MLC, and all vessels of 500GT and over will need to carry certification. Hill Robinson, having played an active role in the implementation of MLC into the large yacht code, is committed to having its entire fleet compliant before the start of the summer sailing season. We are therefore well placed to guide you through this procedure, and to help attain certification for your yacht in good time too.

Compliance involves having in place the correct employment contracts, declarations and records, and ensuring that officers and crew have been properly trained in the necessary systems. Your yacht will then be subject to a survey by the flag state, and records will need to be kept for inspection by port authorities or the flag state, and possible audits carried out as well.

Hill Robinson can assist with setting up records in line with these MLC requirements – implementing the MLC Compliant Seafarers’ Employment Agreement (SEA), providing a Crew Handbook to deal with specifics relevant to your yacht, drafting a yacht-specific Declaration of Maritime Labour Compliance (DMLC II), and obtaining the required certification. In addition, to minimise the time involved in record-keeping, Hill Robinson has developed an in-house electronic filing system, complete with an iApp to keep you updated.
